.....yes. Changing some text in an Email asking you to download an infection file is indeed "evolving to use Tor". Oh, and I'm the reincarnation of Thor, God of Thunder.

Despite the best efforts of sane people attempting to point out that this headline couldn't be any more incorrect if it tried, there are whole chapters of discussion on utilising programs such as Tor for Botnet related purposes. Which isn't quite the same as "click this to get infected, lol" but who cares, right?
